USDA has announced a new assistance program for farmers – the Coronavirus Food Assistance Program 2, known as CFAP 2. You can apply from 9/21/20 to 12/11/20. A list of eligible products and payments, as well as online applications and a payment calculator, are available at www.farmers.gov/cfap
. USDA has significantly expanded the number of eligible crops to include crops like honey, vegetable crops, and nursery crops.
Some highlights of the program from USDA’s website:
- Total payments are capped at $250,000 per operator, per legal entity. An owner, partner or member must work at least 400 hours in direct labor or management on the farm to be included in the payment. Payment for an LLC with 3 members, all who work at least 400 hours on the farm, is capped at $750,000.
- Dairy – Payment is equal to the producer’s total actual milk production from April 1, 2020, to August 31, 2020, multiplied by the payment $1.20 per hundredweight
AND the producer’s estimated milk production from September 1, 2020, to December 31, 2020, based on the daily average production from April 1, 2020, through August 31, 2020, multiplied by 122, multiplied by a payment rate of $1.20 per hundredweight.
- Beef- The producer’s maximum owned inventory of eligible beef cattle, excluding breeding stock, on a date selected by the producer from April 16, 2020, through August 31, 2020, multiplied by the number of payment limitations for the producer, multiplied by the payment rate of $55 per head.
- For beef cattle, hogs and pigs, and lambs and sheep, payments will be equal to the highest owned inventory of eligible livestock, excluding breeding stock, on a date selected by the eligible producer from April 16, 2020, through August 31, 2020, multiplied by the CCC payment rate.
Maple qualifies, but the eligibility is for maple sap, not syrup. Payment for maple is based on 2019 sales, in “declining block” payments.
